The U.S. Embassy in Astana, Kazakhstan requests contract services to develop and install a diesel fuel polishing system and wall mount fuel-dispensing station for equipment in our existing utility building. If you would like to submit a quotation, please complete the required portions of the attached document Standard Form 1449, and submit it to the address shown on SF-1449 that follows this letter.

The U.S. Embassy is in the process to upgrade existing fuel systems to incorporate fuel filtration (polishing) and installation of a Diesel fuel-dispensing unit at our utility bldg. Project includes:  design for polishing system to existing diesel fuel tanks and fuel monitoring system, product specifications for fuel delivery wall mount dispenser; onsite technical support for testing and commissioning of the installed system

The U.S. Government intends to award a purchase order to the responsible company submitting an acceptable quotation at the lowest price.  We intend to award a purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

PROJECT NAME AND LOCATION: Construct K-9 Quarantine Kennels, Karaoy village of Almaty region; Kazakhstan

PROJECT DESCRIPTION: Canine Quarantine Kennels: Construct a one (1)-story Concrete Masonry Unit (CMU) or burnt brick quarantine kennel facility with metal roof to support twenty-five (25) working dogs. The entire facility will be approximately 9.6 meters x 42.6 meters. The facility will include offices, exam rooms, and storage areas in addition to kennel spaces. The construction shall include all demolition, site work, paving, foundation, floor, interior and exterior walls and finishes, doors, ceiling, roof, lighting, plumbing, plumbing fixtures, ventilation, heating system, electrical receptacles, electrical distribution, electrical connection, power infrastructure, fire alarm system, water distribution and infrastructure, and sewer distribution and infrastructure necessary to provide a complete and usable facility. It is worth noting that due to the nature of the quarantine facility, it will be placed in a relatively remote location of the training area, approximately 800 meters away from existing utilities.
Design drawings will be provided as part of the solicitation package. Contractor will be responsible for updating provided documents to reflect final construction on site.

PROJECT DESCRIPTION: Kennel and Support Facility: Construct two (2) identical burnt brick one (1)-story kennel facilities, with seventeen (17) kennels each, to support thirty-four (34) working dogs for summer and winter conditions to match existing on-site kennels. Each block of kennels will be approximately 6 meters x 34 meters. The construction shall include all demolition, site work, paving, foundation, floor, interior and exterior walls and finishes, doors, ceiling, roof, lighting, plumbing, plumbing fixtures, ventilation, electrical receptacles, electrical distribution, electrical connection, power infrastructure, water distribution and infrastructure, and sewer distribution and infrastructure necessary to provide a complete and usable facility. Provide asphalt cement pavement roads within site limits as well as finished landscaping in areas disturbed by construction efforts.
Design drawings will be provided as part of the solicitation package. Contractor will be responsible for updating provided documents to reflect final construction on site.

The U.S. Consulate General Almaty is looking for English Language Instructors to provide qualified group teaching of the Consulate General Almaty local employees for a one-year period with an option to extend up to five years.

Minimum qualifications:

  • University degree in teaching English language.
  • Minimum of three years of demonstrated successful experience with an international organization in teaching English as a foreign language to adults.
  • Comprehensive knowledge of methodology and various teaching techniques.
  • Great interpersonal skills. Ability to identify specific needs of a student and adjust teaching techniques accordingly.
  • Level V English fluency.

Candidates must have an official registration with local authorities in Kazakhstan.
Lessons will be conducted at the U.S. Consulate facilities.
Detailed description of the services required can be found in the SOW as attached.

The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation which will be considered. The requirement is to provide Language Training Services (Russian language) to the U.S. Embassy located in Astana, Kazakhstan.  The estimated number of the Russian language classes is 650. Please note these are only estimated quantities.

The United States Government’s Department of State (DOS) requires legal services in Astana, Kazakhstan to assist in the purchase of residential properties. Services required include: (1) property title investigations to determine ownership and the property rights to be transferred together with pre-purchase and post-purchase title certifications (2) the drafting and/or editing of non-binding letters of intent, option to purchase agreements and conditional purchase agreements  (3) guidance in the acquisition process relating to the applicable laws in Kazakhstan (4) enlisting the services of notaries (if customary), licensed surveyors and professional home inspectors.
